Jim "Jim-Bean" Baxter was originally a member of the SAS and later, a inducted into PISCES. During a mission to eliminate IRA terrorists, Jim-Bean discovered he had been duped by his superiors into attacking American agents. The American agents were investigating the infiltration of PISCES by an alien entity. Jim-Bean was captured and fired upon by PISCES agents. When his partner, Hugh, attempted to stop the PISCES team from killing Jim-Bean, they murdered him in cold blood. It was then that Jim-Bean saw evidence of the "brain spiders" (AKA the Shan). Jim-Bean survived but was extradited to the U.S., where he was later inducted into Majestic-12.

Jim-Bean is also psychic, although the full range of his potential is yet fully understood. Jim-Bean frequently has odd hallucinations and loathes his talent even as he learns to control it.

Because Drake was also a member of PISCES, the case officer is particularly hard on Jim-Bean.
